| Consultation with all levels of the
state administration, the social partners and civil society
representatives is given considerable importance throughout
the preparation process of the Plan.
For this purpose a multi-level structure has been established.
At level one the different sectors of the Maltese economy
and society prepare their submissions to the National
Development Plan in consultation with the whole spectrum
of interested parties in their specific sector. This
work is co-ordinated by specially established Sectoral
Working Groups [link]. The special needs of Gozo have
been identified through a special needs assessment and
are fed into this process by the Ministry for Gozo.
At level 2 these sectoral submissions are linked and
co-ordinated into a national framework by the National
Development Plan Task Force.
At level 3 the Inter-Ministerial Co-ordinating Committee
on Regional Policy then approves the co-ordination and
resolves any issues relating to overlap or duplication.
Finally, at level 4 the Cabinet approves the National
Development Plan and the national budget allocation
inherent in its implementation.
The cabinet is expected to discuss the draft NDP with
the social partners in the form of the Malta Council
for Economic & Social Development.
The structure provides the possibility for extensive
multi-level consultation between the various key ministries,
social partners, and NGOs. Moreover, a substantial number
of social partners, NGOs, interest groups and government
agencies have been invited to participate in working
groups on different areas as well as in the National
SWOT workshop held on the 25th and 26th April. The consultation
process also involves a wide circulation of consultation
public documents, which will be available on this web
site.
