What is the National Development Plan for Economic
and Social Cohesion (NDP)?
The National Development Plan will set the integrated
development framework for the Maltese Islands for
the medium-term embracing all aspects of both social
and economic development. Its primary objectives are:
- The sustainable growth of Malta's economy and
its international competitiveness
- The optimum use of Malta's human resource in a
manner that encourages an increase in the size of
its workforce
- The growth in social and economic development
is spread equitably across the Maltese islands -
both socially and geographically.

How is the NDP being prepared?
The NDP is being prepared in 8 phases:
- Phase 1: Analysis and diagnosis
- Phase 2: Overall strategy definition
- Phase 3: First draft sectoral strategies
- Phase 4: Financial breakdown by sectors
- Phase 5: Second draft sectoral strategies
- Phase 6: Financial tables
- Phase 7: Institutional arrangements
- Phase 8: Government approval

Who is taking part in the preparation process of
the NDP?
The NDP is being prepared through an extensive consultation
process, including the social partners, non-governmental
organisations, interest groups, and government agencies.
The final plan must reflect the broad consensus in
the consultation process as to the future development
needs of the country.
