National Development Priority Axes and Measures
 

The achievement of the three sub-objectives was determined through the SWOT process to be best contributed to through the achievement of the following priority and sub-priority objectives.

Priority Axis 1 - Productive Sector Investment
The five sub-priority objectives were then determined as being:

  1. Increased sustainable competitiveness of Malta's manufacturing sector
  2. Malta as the focus of higher technology manufacturing and services in the Mediterranean region
  3. Sustainable growth of tourism without parallel growth in social and/or environmental degradation
  4. Increased sustainable competitiveness of the agricultural and fisheries sectors
  5. Internationally competitive Malta Drydocks/Malta Shipbuilding

Priority Axis 2 - Employment and Human Resource Development
The five sub-priority objectives were then determined as being:

  1. A slimmer and more efficient public service
  2. Improved employability of the workforce
  3. Improved adaptability of the workforce
  4. Increased levels of self-employment and entrepreneurship
  5. Equal opportunity in all aspects of life

Priority Axis 3 - Economic and Social Infrastructure
This priority will be implemented through seven sub-priority objectives:

  1. Energy: an efficient, reliable and sustainable energy infrastructure to support national economic and social growth in compliance with EU Directives
  2. Water: an efficient, reliable and sustainable water production, storage and distribution infrastructure to support national economic and social growth in compliance with EU Directives
  3. Environment: : an efficient, reliable and sustainable environmental infrastructure which ensures that the economic and social growth of the nation is not at the expense of the degradation of the natural environment
  4. Transport: an efficient, reliable and sustainable national transport system, linked into trans-European transport networks, which is relevant to the social and economic growth needs of the nation
  5. Communications: an efficient, reliable and sustainable national communications infrastructure which serves the social and economic growth needs of the nation in an affordable manner
  6. Housing: a housing stock that meets the requirements of Maltese citizens with special needs [elderly, disabled, single parent, etc.]
  7. Health: a fair and equitable health service providing high quality and affordable services to the citizens of Malta in an economically sustainable manner

Priority Axis 4 - Rural development
This priority will be implemented through a single sub-priority objective:

  1. The sustainable development of rural Malta in a manner which leads to its increased economic competitiveness in a demand-driven, international market system, but in a context which takes into account its environmental, social and cultural dimensions and their importance to the Maltese way of life

Priority Axis 5 - Social inclusion
This priority will be implemented through three sub-priority objectives:

  1. Reduced marginalisation of Maltese citizens from production (unemployment)
  2. Reduced marginalisation of Maltese citizens from social networks
  3. An adequate quality of life for all Malta's citizens

Priority Axis 6 - Gozo's Special Needs
This priority will be implemented through a single sub-priority objective:

  1. Gozo's special needs addressed
